Commerce has issued preliminary results in its administrative review of the antidumping duty order on frozen fish from Vietnam covering the period August 1, 2005 through July 31, 2006. The rates were set as follows:

*This adverse facts available rate is applied only to subject merchandise under review exported by Lian Heng from October 22, 2004 through July 31, 2005 because it is considered to be produced from Vietnam-origin fish.
Cataco continues to receive an adverse facts available rate of 80.88 percent which is the Vietnam-wide rate plus an amount to account for reimbursement because it failed to cooperate to the best of its ability.
Commerce preliminarily rescinded the review of Ben Tre Forestry and Aquaproduct Import-Export Company (FAQUIMEX), Hung Vuong Co., Nam Viet Company Limited (NAVICO), Phu Thuan Company, Sadec Aquatic Products Import Enterprise (DOCIFISH), Thuan Hung Co, United Seafood Packers Co., Van Duc Foods Export Joint Stock Co. and Viet Hai Seafood Company Limited (Vietnam Fish-One) which had no shipments during the POR.
Commerce also preliminarily rescinded the review for an affiliate of QVD, QVD Dong Thap Food Co., Ltd., because QVD reported that QVD Dong Thap did not ship subject merchandise to the U.S. during the POR.
The preliminary determinations in administrative reviews have no effect on duty deposits. Any change in duty deposits must wait until final determinations, due in December.
