Proclamation to Add/Delete Countries under AGOA for GSP
Changes Effective January 1, 2009

President Bush issued a proclamation terminating the Islamic Republic of Mauritania (Mauritania) as a beneficiary sub-Saharan African country under the African Growth Opportunity Act (AGOA), effective January 1, 2009, because Mauritania is not making progress in meeting the requirements of the AGOA.
The president’s proclamation also designated that as of February 1, the following countries be added as beneficiary developing countries for the purpose of the GSP program:
Kosovo
Azerbaijan
