ITC has instituted a general fact-finding investigation (No. 332-483) regarding possible modifications of the Generalized System of Preferences. As requested by the USTR, the ITC will provide advice as to the economic impact of granting competitive need limit waivers for several products, including:
HTSUS 2001.10.00 India – cucumbers, including gherkins
CNLs represent the maximum import level of a product that is eligible for duty-free treatment under the GSP. Once the limit is reached, trade is considered “competitive,” benefits are no longer needed and imports of the article become ineligible for GSP treatment unless a waiver is granted.
The ITC will hold a public hearing in connection with this investigation Feb. 22. Written comments should be submitted no later than Feb. 27. The ITC expects to submit its confidential report to USTR by April 11 and to issue a public version shortly thereafter.
